Are computer monitors and tv monitors the same thing? How do I findout if my monitor is tv capable?

The problem arises that we are building a Spa and want a tv there but do not want to invest in an expensive tv as we are not sure how the moisture will affect it, any ideas? How do you make the resolution on your tv the same as your laptop when you connect the two using s-video?

However as I decrease the resolution on my laptop the resolution increases on the tv. When I close the lid of my laptop, my tv shows the resolution on my laptop so I know that the tv is capable of the resolution of my laptop.
